Detention Center Release Paths
Howard County Detention Center is the county jail and the source of the local book-out transaction. A person may leave after bond, completion of a county sentence, a time-served order, dismissal-related action, or another court-authorized event. That exit can be a community release. It can also be a transfer to the Texas Department of Criminal Justice, another county, federal authorities, a medical facility, or immigration custody.
Ask the jail whether the person was booked out, the effective date and time, and the recorded disposition. “No longer here” is incomplete. It does not say whether the person is free in the community. The sheriff record is the best local source for the exit itself, while a court order or bond record can explain the legal mechanism.

Confirm Detention Center Releases
The sheriff links the Howard County Judicial and Jail Record Search. Check Jail Records and Jail Bond Records when those choices appear. The county does not promise a recent-release window, posting cadence, or set of online fields. A bond entry can support the reason for a planned release but cannot prove that staff completed the physical exit.

- Call the detention center and ask for the effective book-out date and time.
- Ask whether the recorded outcome was community release or transfer.

For a full named-person search across custodians, use the Howard County released-inmate record path. Do not treat removal from a current roster or an IVSS no-result as proof of release.

Ask for existing records rather than an opinion. Include the full name, date of birth if known, approximate custody dates, case number, and jail ID. Request electronic copies and an itemized estimate before costs are incurred. No verified fixed Howard County sheriff fee was found.
Detention Center Release Record
A narrow request helps the sheriff locate the correct transaction. The county portal's live result fields were not verified, so request the needed fields by name instead of assuming they appear online.

A judgment, dismissal, bond order, or supervision order can explain why confinement ended. It may not show when jail staff executed the release. Pair the court paper with the book-out record.
Detention Center Records Retention
Online disappearance is not record destruction. Texas Local Schedule PS treats the county jail register, including intake information and a release or transfer date, as permanent. Incarceration files such as booking-in and booking-out forms, transport or transfer papers, and release orders have a minimum of release or transfer plus two years.
These are retention rules, not web-display guarantees. They also do not make every part of a file open without review. Request the stored jail register entry and related release form when the public search is blank. The agency may redact protected information or identify a legal basis for withholding part of the record.
When a request spans several bookings, identify each custody period separately. One person can return to jail after an earlier release, and the old book-out remains historically true. Compare booking numbers, case numbers, and dates before treating a record as current status. A later booking does not erase the earlier release transaction.

ICE Handoffs From Howard Jail
An ICE detainer can turn a county book-out into a direct handoff. A detainer asks the holding agency to notify ICE before release and can support an assumption of immigration custody. In that situation, Howard County can accurately record that the person left its jail while the person remains confined elsewhere.
Check the ICE Online Detainee Locator System promptly. It covers current detainees and a limited recent-release period, but a missing result is inconclusive. Data lag, spelling, identifiers, age limits, or an older event can affect the response. Ask the sheriff for the recorded destination or receiving agency rather than assuming the handoff stayed in Howard County.
Detention Center TDCJ Transfers
A transfer from Howard County Detention Center to TDCJ is state-prison intake, not discharge. Search the TDCJ system by TDCJ number, SID, or exact name and date of birth after the state processes the person. The detail can include custody location, sentence facts, projected release date, parole eligibility, and parole review information.
The county book-out time and the TDCJ intake record answer different questions. Keep both. If TDCJ does not yet show the person, processing lag may explain the gap. The sheriff should still be able to identify the receiving agency when that field is releasable.

Detention Center IVSS Alerts
Texas IVSS-Counties is Howard County's current county-custody notification layer. Search without first creating an account by name or an available DOC, SID, jail, or permanent booking number. Select Howard County when prompted, compare all displayed identifiers, and record the exact custody label and event date. IVSS can provide useful alerts, but it is not the sheriff's legal book-out record.
Texas replaced the legacy county VINE workflow in 2025. Current registration uses an IVSS account or the matching record, offered event types, contact verification, and notification preferences. Do not follow old instructions that promise a four-digit VINE PIN. Support is available around the clock at 866-268-8959.
IVSS warns that a person no longer in custody may not appear. Therefore, absence cannot be read as release. Call the jail or request the book-out record. If the person was transferred to TDCJ, use the separate state IVSS and offender-search channels.
Detention Center Pickup Planning
Howard County publishes no official release hours, exit point, property process, transportation service, or weekend schedule. Court action, bond processing, record checks, and holds can change the time between authorization and actual exit. Call immediately before travel and ask whether staff have completed book-out.
Do not publish or rely on a guessed pickup door. Confirm current instructions with the detention center. If staff report a transfer, ask for the receiving agency instead of making community pickup plans. TDCJ's release transportation policies apply to state-prison releases and do not establish Howard County jail practice.
About Howard County Detention Center
The Howard County Sheriff's Office operates this county detention facility at the west Highway 80 public-safety complex in Big Spring. It holds county detainees and receives people booked by the sheriff or other local agencies. Big Spring Police may make the arrest, but once a person is booked here, the county jail controls the custody and book-out record.
No separate official 24-hour or 72-hour release feed was found. The sheriff's Odyssey portal, the detention telephone, a targeted records request, and Texas IVSS-Counties are the documented local channels. IVSS is useful for named-person alerts, yet it warns that people no longer in custody may disappear. The jail record remains the durable source for a completed county exit.
